If your HDR image is 8000x4000, create a new file that is 10000x5000, fill with black or an average color of the HDR image and place your HDR in the middle. Save as new HDR.
This will shrink your HDR when you insert it as a spherical sky. Of course the new border will look ugly, so make sure you can't see the border in your rendering or in the reflections.

Is there a way to do this in Twilight or does it have to be done in a image editor?

An hdri is a photo taken with a camera from a certain point of view and distance from its subject.
the best option is therefore to choose your background image that matches your scene.
if you only have one hdri or spherical image to choose from, it's best to search for better background images, there are hundreds of good free ones available online for the persistent seeker. search this forum and you will find a good set of starter packages.
be sure when you use a spherical image, whether it is hdri or .jpg format, to set the Sky Type in the dialog to "Spherical".
