What part of it do you need help on? Do you already have a model started? Please be more specific and post where you are at already.

Yes, this is possible with TwilightV2Pro - with deep material editor.
Or you can create your wet asphalt material in Kerkythea free material editor, save the library, and import in to Twilight V2 Hobby (free) or Pro.

It is possible to create a material like this in Twilight Render. It requires use of the Deep Material editor, available only in the Pro version of Twilight Render V2.

These are done with Procedural textures but could easily (more easily in fact) be done with a single image texture (though separate textures for diffuse, bump, and specular would give better results).

Try asking for help with Kerkythea at the Kerkythea user forum. This forum is specifically for Twilight Render.

oops - looks like you just asked there. :D

Simply searching "wet asphalt" on Kerkythea forum I got this as the first hit.

Here is my attempt, as I wanted to give it a try for myself. This is with procedural controlling the "weight" between a wet version of asphalt and a dry version of asphalt.
This is using the basic asphalt/concrete texture that comes with SketchUp, so it is a low-resolution texture.
