- attach button:
- then inside the browse window address line,
- paste the url,
- then click "open",
- then click the "add the file" button.

the other way to attach the image is of course to:
paste the url into your thread message
highlight the entire url
click the URL button above the text box
now when you preview the message you will see the image too.

The problem with this method of course is sometimes hotlinking to an image like this is forbidden by the webmanager for the site. Or, the site disappears or moves in the future and now the image is gone. This is bad for forums because they may have searched a topic to find help with an issue, and after finding the helpful thread, it is a useless thread because the images are now gone.
