New Computer or new parts advice

I am upgrading my DESKTOP computer if not building a new one.
Questions:
At what point of changing parts will I need to transfer my license and where can I find out about the procedure?
What are your best recommendations for parts that can render 8 to 12K renderings and work especially well with the list below?

Here are the programs I use the most in order of importance:
1. SketchUp, 2. Twilight Render, 3. Twin Motion, 4. 3D Vista Tour, 5. Filmora 9, 6. Gimp


Currently have:
Alienware Aurora R6
DESKTOP-H2DMA5I
Processor Intel(R) Core(TM) i7-7700 CPU @ 3.60GHz 3.60 GHz
64-bit operating system, x64-based processor
Windows 10 Home

These are the new parts under consideration:
Video Card
Graphics Card
CPU
MotherBoard
Ram

the license is tied to the operating system drive. when you change OS/drive, just let us know and we will help you update the license.

Twilight wants as many CPU threads as it can get - there are systems now with 64 threads, 128 threads - get as many as your budget allows.
Twin Motion is GPU heavy - so you will want as good a graphics card as your budget allows.
Twilight Fastforward Denoise plugin is a must - it will use the graphics card or cpu (depends on your choice) to denoise the image and cut render times drastically. It works great with NVIDIA but also works on AMD

We have never recommended specific builds, but I can say I've seen a nice build that you could look at:
RM1000i power unit
ASUS Prime TRX40-PRO board AMD Socket sTRX4
corsair mp600 SSD 1TB (x2)
AMD Ryzen Threadrippers 3960x are very good - 24 core 48 thread 3.8ghz with 4.5ghz boost
64GB RAM of DDR4 3200mhz (4x16) (corsair vengeance LPX)
dark rock pro tr4 air cooler system
graphics cards: this changes constantly but you will want something with min 4Gb but try for as much as your budget allows. I like my NVIDIA RTX but AMD is great also.
