The wires in the pendants are conflicting with the lights, this is partly why they don't work.
delete the wires or scale them in the z-direction to move them out of the way of the light objects.

In addition, the materials of the light fixture glasses have been changed and are no longer translucent or clear glass on the light fixtures.
Delete and purge, then insert the updated light fixtures from the official Twilight Render Light Components. Then the lights materials will be correctly.

in Styles - turn off edge profiles and performance of viewport will be greatly improved turn off viewing edges all together will help even more

put all vegetation and furniture on separate layer/tag to be able to temporarily disable them while working

View- animation - settings disable "enable scene transitions" animation of viewports to increase response speed of working in SU.

The power of the point lights inside of these frosted glass pendant lights is too low for this scene - adjust the "POINT-Pendant-GlassTubes" point lights inside of the pendants to be much stronger than 1w - try 10 or 20 watts. (suggest 20, maybe double to 40 or 50 and set efficacy to LED (65) until the lamp appears lit.)

While we are at it, try also doubling the power of the spot light pointing down in the pendants "SPOT-Pendant-GlassTubes" to 50 watts.

Those pendants are extremely high-poly/high quality light fixture models, and you may want to consider choosing something else a little more "light weight" since they are seen from so far away and may slow the rendering down without any benefit.

I modified the light fixture model for this distant view to be a simple 12-sided tube that keeps the same tapered shape. Then I set the Translucent Lampshade glass material to be a "light emitter low voltage" template then set wattage to 1000W/SqM, and set the color in SketchUp to be a warm orange color. Looks good. :^:

There is a material called [Color_C05]
It has a Fake Emitter material applied to it.
Fake Emitter doesn't work with Easy 09, so it's actually emitting light. I can not find where this material is in the scene. Maybe it doesn't matter, but if it's applied to any geometry by accident, you should try to fix that.

How image looks with changes listed above. Download file with changes.
This is using the sunset spherical sky which you should have if you downloaded the light components - it has 10 spherical skies in the package. Subject: Light Components Combo Pack 165 light fixtures

Thank you, lots to mull over although I have not changed any materials knowingly. I think that is why you rename certain materials when you create lights.

I have made some of my own lights and alterations. Something in the water does not work but I will check that later today what with it being nearly 02:00 now and being punchy does not suit.

I'll come back to this later mate.

Try download again from link above. It contains this fountain with lighting on top of the feature.
I have modeled the fountain water and uplit with emitter plane.
