first attempt with Twilight in placing spots and omni lights:
I follow the steps exactly as is described in the user manual- and the TW light component ALWAYs ends up inserted at Origen point 0,0,0 (with spots always pointing up). What am I doing wrong?

The issue appears to be in France, as well
Quand je crée une lampe (point ou spot) elle se positionne systématiquement à l'origine "0" des axes. Elle ne tient pas du tout compte du positionnement que je lui ai indiqué..?
C'est extrêmement curieux. J'ai essayé de plusieurs façon, mais rien à faire.

Can you give us more information?
What version of Twilight are you using?
Are you using a language translation?
What is your Windows Locale?
We've never really had a problem with position lights, so to verify the process, I've posted some screen shots below:
Here is a small, simple scene: The first step is to pick a reference point. This is not the location of the light, but a point that can help you position your light accurately: Click the left mouse button to set the reference point, now move the mouse to the exact position you want to place the light. Note that SU will help with axis, inference, etc. Finally, click the mouse on the exact location you want the light to be placed. If you follow these steps and it doesn't work for you, please open the ruby console (Windows->Ruby Console) and try it again. Do you get any messages in the console? If so, please post them.

Well! I followed your outlined steps-and it worked.
I repeated exactly whatt had failed before- and it worked again.
There is something on the spirtual level that I need to look at...
